WASHINGTON >> Japanese Prime Minister Fumio Kishida addressed U.S. lawmakers at the Capitol today, urging them to consider the importance of global commitments at a time of tension in the Asia-Pacific and deep skepticism in Congress about U.S. involvement abroad.
