Many of L.A.’s sidewalks would be off-limits for homeless people to sleep if plan passes

A plan under consideration at L.A. City Hall would ban homeless people from sleeping on streets and sidewalks in at least 26 percent of the city, a Times analysis has found. Under existing rules, homeless people are already banned from doorways, driveways and many parks at night.
