An upstate New York jiu-jitsu studio owner said Tuesday he plans to open in defiance of Democratic Gov. Andrew Cuomo's coronavirus shutdown order, telling "Tucker Carlson Tonight" he's conferred with medical experts on how to operate safely and pointed to the mental health benefits his business enshrines.
