Baltimore Sheriff John Anderson sparred Tuesday with the City Council over how his office handles evictions. A 2001 Maryland attorney general opinion he asked for says notices are to be placed on the property being repossessed, specifically the individual apartment. But he insisted his staff is not bound by that opinion, and instead places notices on shared or exterior doors to apartment buildings when deputies find the doors locked.
